In Cecil County, the Department of Public Works operates and maintains County roads, water and sewer systems, and road construction and inspection. The Department also procures land needed for the construction of roads, bridges, drains, utilities, and solid waste projects (County Code, secs. 87-1 through 87-7).

Under the Department are five divisions: Engineering and Construction, Roads, Solid Waste Management, Stormwater Management, and Wastewater. The former Development Services Division transferred to the Department of Land Use and Development Services in April 2017. The former Weed Control Division was reorganized as a branch of the Roads Division.
